
Participants briefly commented on work results and conclusions reached at the previous workshop, where the methodology for evaluation and assessment of the project “For a Literate Croatia” was elaborated and the instruments for the collection of data relevant for various research target groups developed.
A presentation was given about the examples of the best practice for adult literacy in other European countries, within which some relevant points of the European Commission paper, “Making European Area of Lifelong Learning a Reality“(2002) were presented, as well as UNESCO's global benchmarks for adult literacy. These documents made possible the discussion about adult literacy, responsibility of the Government, way of financing and all participants in adult literacy programme.
During the period till the next workshop, working group members will collect data for the evaluation of the implementation of the project “For a Literate Croatia” from all involved stakeholders. Smaller working groups have been established by regions and by research target groups for the purpose of the division of duties. Tasks related to sources of data, individual division of responsibilities, systematization of obtained data related to quantitative analysis and coordination of work among group members have been agreed on. Timeframe for the realization of tasks has been established so that the CARDS team experts could carry out quantitative analysis of data.
The workshop was held by Robert Blum and Sue Bennett, experts on literacy and basic skills for adults.
Representatives of open universities, primary and secondary schools that offer adult education programmes, universities, Croatian Employment Service, Ministry of Science, Education and Sports, Agency for Adult Education and other relevant institutions actively participated in the workshop.
The next in the series of workshops with a view to evaluating and assessing the project “For a Literate Croatia” will be held from 27 to 29 May 2008 in Lovran.
